While both processes fall under the umbrella of “laser processing,” the short answer is no. The equipment used for FPC (Flexible Printed Circuit) processing is significantly different from the machinery used for laser cutting stainless steel in terms of wavelength, power, and thermal impact.
Your 7W Artilume T1 is more than sufficient for making foam inserts for Altoids tins. As long as you keep the foam thickness between 2–4mm and use low power, high speed, and air assist, you will get clean, full cuts without melting or messy edges. If the foam is thicker than 5mm, you will need a more powerful laser or switch to thinner foam—7W is not enough to cut thick foam cleanly.
